Cedar Park runs its own water and wastewater utility. Its published policy sends service to legal lots inside the city limits only. Property outside those limits has to request annexation to get on the system. Inside the city, water and sewer are tied together, so a city meter usually comes with a city main.
The 78613 mailing area reaches well past the city limits. A Cedar Park address is not always a Cedar Park city address. When it is not, the property is often on its own tank and drainfield. The fastest check is your utility bill: a sewer line item means a city main.
Cedar Park also straddles a county line. Most of the city sits in Williamson County, and the southern edge crosses into Travis County. Twin Creeks and Lime Creek Road are on the Travis County side. That line matters more than the city name once a permit is involved.
For a Williamson County address, the Williamson County Engineer's Office runs the on-site sewage facility program. Its own page says it covers septic systems everywhere in Williamson County except inside the City of Austin. For the Travis County side, unincorporated property goes through Travis County TNR. Jurisdiction follows the address, so we confirm the office before any permitted work.
Texas requires a permit to construct, alter, repair or extend a septic system. The narrow exception is an emergency repair, like replacing a tank lid or an outlet device. TCEQ's Edwards Aquifer map puts most of Cedar Park in the contributing zone. Part of the south side sits on the recharge zone, and that changes the rules. On the recharge zone a professional engineer or registered sanitarian prepares the plans for a new system. Williamson County says the same in its OSSF guide.
The USDA soil survey maps most of Cedar Park as Eckrant and Doss soils. Both are clay sitting on limestone, and the Eckrant map units hit rock inside the first foot. Doss runs a little deeper, closer to a foot and a half. A conventional drainfield needs soil to work with, and there is not much of it here.
The permit numbers show what that does. Williamson County issued 490 new septic authorizations in 2025. Of those, 241 were spray systems and 139 were drip, and only 17 were standard trench or bed drainfields. So most newer systems in this county are aerobic units rather than a simple tank and field.
We pump aerobic tanks as well as conventional ones. An aerobic system has more compartments, so the pump-out takes longer. Texas puts routine maintenance on those units with a licensed maintenance provider, and that is who handles it. When a field stays wet or smells, drain field repair starts with pumping and checking the tank.
